200 is not too much over most target heart rate zones for adults (the maximum is usually about 180-190 beats per minute with exercise). Are you sure he is counting it properly?

Because that is scarily luching between bradycardia (abnormally low) to tachycardia (abnormally high). While 200bpm might be on the higher end of normal with strenuous activity, normal moderate activitiy should not send your pulse that high.

He should definitely see a doctor.

You should be concerned, if you are recording that correctly, (which l doubt simply because of how high it is) he is on the way to having a heart attack. Please note: anyone can have a high cholesterol level, not just over weight people. l suggest you talk to a doctor, not an online help site.
